I've been in the watch OS 6 beta since day 1. It initially started out that the complications wouldn't update on the actual watch face either. Then tap a complication and turn the Digital Crown to choose the information that you want to appear. To remove a complication, tap the delete button . Then tap Remove. I use the modular face, and I have the accuweather complication on. For the first day it refreshed no issue. 2nd day, it is not refreshing and i have to manually go into the app, where it will refresh. I have in the Watch the bckground app refresh on, and it still does not update the complication (even when the app is open). To turn the Apple Watch back on, press and hold the side button.
